Microsoft Releases SCOM 2007 Performance & Scalability White Paper
Microsoft has released a white paper that helps the architect scale out their SCOM 2007 installation to thousands of clients. The early sections of the paper are your usual data points about using RAID and 64-bit whenever possible. But, the latter sections include a fair discussion on the number of servers you'll need in each role based on the number of clients you intent to monitor.
Check out this table, which recommends limits for each server role...
The information in this section suggests recommended limits in terms of hardware and scalability for Operations Manager 2007. The recommended limits are described in the following table. You can scale up or down based on the number of Management Packs in use and the amount of workload on computers in the Management Group.

Simultaneous Operations Consoles -- 50
Agent monitored computers reporting to a Management Server -- 2,000
Agent monitored computers reporting to a Gateway Server -- 200
Agentless Exception Monitored computers per Management Server -- 25,000
Agentless Exception Monitored computers per Management Group -- 100,000
Collective Client Monitored computers per Management Server -- 2,500
